Cyber Security in a COVID-19 Era Webinar




Since the start of the COVID-19 pandemic, the world has become far more digitally connected. While this has clear benefits, it also presents vulnerabilities for individuals and the private and public sectors alike. This moderated webinar sought to highlight key cyber security trends in the region and provide a platform for academia, individuals, industry, and government to share cyber security knowledge and collaborate in addressing cyber security in a COVID-19 era.

This webinar was inspired in part by a group of alumni of the Australian Government’s New Colombo Plan or NCP. Over 1000 Australian students have traveled to learn and train in the Philippines since 2014 under the NCP program strengthening our education and people-to-people links.



  • Current cyber and digital environment including critical technology
  • Vulnerabilities for individuals and the private and public sectors alike–including recent cyber attacks
  • Cyber security trends in the region and policy responses
  • How engagement and partnerships between government and private sectors can build a more resilient cyber ecosystem



Dr. Dali Kaafar

Dali Kaafar is a Full Professor at the Faculty of Science and Engineering at Macquarie University and the Executive Director of the Opus-Macquarie University and the Executive Director of the Optus-Macquarie University Cyber Security Hub. He is also the founder of the Information Security and Privacy group at CSIRO Data61. Prior to that, Dali was the research leader of the Data Privacy and Mobile systems groups at NICTA, Australia’s Information and Communications Technology Research Centre of Excellence, and Senior principal researcher at INRIA, the French research institution of computer science and automation.



Dr. Tobias Feakin

Dr. Tobias Feakin is Australia’s inagural Ambassador for Cyber Affairs and Critical Technology.

He leads Australia’s Whole of Government international engagement to advance and protect Australia’s national security, foreign policy, economic and trade, and development interests in cyberspace and critical technology.

Ambassador Feakin was a member of the Independent Panel of Experts that supported the Australian Cyber Security Review to produce Australia’s 2016 Cyber Security Strategy. Following that, he led the creation of Australia’s International Cyber Engagement Strategy



Dr. Lesley Seebeck

Dr. Lesley Seebeck is Honorary Professor and former CEO of the Cyber Institute, Australia National University. She has held senior executive roles at the Digital Transformation Agency, Bureau of Meteorology and Department of Finance. She served on the Government’s Naval Shipbuilding Advisory Board from 2019-2020. In March 2017, she was recognised as Federal Government Chief Information Officer of the Year.

Dr. Seebeck has extensive experience in strategy, policy, defence, and intelligence, management, budget and technology roles in the Australian Public Service, industry, and academia.



Engr. Jose Carlos Reyes

Engr. Jose Carlos P. Reyes is the Cybersecurity Bureau Director of the Department of Information and Communications Technology (DICT). Engr. Reyes was the Former President of the International Electrotechnical Commission – National Committee of the Philippines, and organization representing the Philippines in international standardization activities in the field of electrical, electronics, and information and communications technology (ICT). He was also the former National President of the Institute of Electronics Engineers of the Philippines (IECEP), and founding Vice President of the Philippine Association of Government Electronics Engineers. He is a Professional Electronics Engineer and is included in the roster of practicing ASEAN Engineers.



Mr. Angel Redoble

Mr. Angel Redoble is the First Vice President and Chief Information Security Officer of PLDT Group, Smart Communications, and ePLDT Group; and formerly a Senior consultant of Indra Sistemas’ leading cybersecurity projects in Spain. He is currently the Chairman and Founding President of the Philippine Institute of Cyber Security Professionals, the Chairman of the MVP Group Cyber Security Council, and adjunct faculty and course director on Cybersecurity Executive Course at the Asian Institute of Management. Mr. Redoble received the 2013 Asia Pacific Information Security Leadership Award from the International Information System Security Certification Consortium, and awards from the Philippine National Police Anti Cybercrime Group for his contributions in the Anti-Cyber Crime campaign in 2013 and 2016.
